Resolution
Here is how to tell the difference between a PWLN offline activity and a PWLN Web activity:
An offline activity appears in Learning Resource Tools with an icon resembling a sheet of paper with a yellow pencil
. When you run the activity, it displays text and prompts the user to indicate whether the activity has been completed, started or not started.
A Web activity appears in Learning Resource Tools with an icon resembling a sheet of paper and a mouse
. When you run the activity, it does not prompt for completion status, but displays the message:

A variety of titles are used for offline activities and Web activities, which is sometimes confusing.
